El Amor no tiene Gobierno explores how the gestures of love occur in certain public spaces of the city. An aerial view in Parque del Amor (Park of Love) is intervened with red dots pointing acts of affection. An image of Sombrillas beach discloses the particular positions of the cars that use the parking lot as a motel. A grid of cyanotypes gathers spaces that witnessed sexual intercourse. Parque del Amor encourages love gestures in a conveniently delimited space, revealing by juxtaposition, the surveillance occurring in the surrounding public space. Lovers change in and outside the park; in the park, lovers look into each other’s eyes, they kiss, they hold hands, they reconcile or declare their love, and they ask for more, never less. Outside, they opt for sobriety.
The theatrical sculpture of a couple and mosaics swelled with poetry pay homage to bonds of love and stamp on the park a respected romantic character. In the Sombrillas beach parking lot, all the contrary. The huge barren and abandoned lot drags prejudice and a gaze of negativity toward the forbidden, the unrighteous. It is understood that in this soil there’s only quick, cheap, forbidden, and loveless sex. Why should the hidden evoke the perverse? No sign renders this activity officially illegal, and yet it is, but the business of love wardens and sellers of condoms and beer has not been suspended in more than thirty years. Interestingly, everyone knows about it. Unlike Parque del Amor where acts of love are ventilated freely, in the parking lot there is a private space—the car—where everything occurs undisclosed, with no spectacle, far from sight.

Se suele suponer que en este espacio público sólo hay sexo rápido, barato, indebido y sin amor… ¿Por qué lo oculto suele implicar lo incorrecto? Oficialmente esta actividad es ilegal, pero su funcionamiento no se ha suspendido desde hace más de treinta años.
Ahora, ¿quién puede decir cómo es el beso de los que se aman y de los que no se aman? ¿Cómo es el beso de un amante o el beso entre dos extraños? ¿Cómo es el beso de aquel que besa?
